university autonomy was achieved during the democratic government of Juan José Arebalos and the revolutionary government of Jacobo Arbenz Guzman. 
currently Guatemalan College Students develop a struggle for the defense of such groundbreaking achievements. the national education system only allows a 17% level graduate diversified and only 2% of the national population access to university degrees.
educational exclusion is a colonial legacy and today the student movement emerges for his defense ....!!!!!
